UT2K4 tweaks at IANAG

Looks like Martin of IANAG fame has been bitten by the UT2K4 bug. I personally prefer more objective-based, multi-class, team-play games like Enemy Territory. Anyway, Martin's got some tweaks for your UT2004.ini and User.ini files, so if you're into the game, you may want to give this one a look.
