I can sort of see the point this guy is getting at, but... I think that, without a doubt, it's getting lost in his bottom-line statement. I mean, seriously, how in the land of intertubes could you ever implement a privacy mechanism like the one he's advocating? Massive NAT rollout? Hah.

"IP addresses, strings of numbers that identify computers on the Internet, should generally be regarded as personal information, the head of the European Union's group of data privacy regulators said Monday."
