A look at Time Warner's bandwidth caps at Ars

Sounds like some cable users might be paying for bandwidth much in the same way you have to pay for it with web hosting these days. The one thing the article doesn't address (is it even known?) is what determines the cap amounts in the first place. Either way, I'd agree with the author's view that this "solution" is short-term at best.

"The idea behind usage-based billing is to charge consumers who use the most bandwidth accordingly."
