Possible sale of Diebold's Election System's division raises yet more concerns

If Diebold actually does end up selling its voting machine division, will the state/federal governments actually be able to trust any other company with the technology? Will the IP be included in the sale? Of course, the sale will likely be tightly regulated, but who's going to want to buy into the business when Diebold itself would be acknowledging that it's not profitable?
